AFAIK, any fate chips spent to negate wounds are as if the wounds never happened.  It is a clean slate.  This is per the rule book on ftae chips - reason why we know this is casue I (as the Marshall) was giving the posse 1d6 wind even when they spent fate chips. (Like the were hit but didn't get damaged enough to take wind.

So, I would say that if they spend fate chips to reduce wounds, that is a totally separate thing from any other action.
