No official ruling, but I'd say that common sense applies here, subject to the
particulars of the design (an unpowered chainsaw is unlikely to do as much
damage as a sword if you whack someone with it).

The former is probably official. I happen to think that weapon speed penalties
are an abysmally stupid side effect (why the hell should electrifying a sword
make it heavier and more unwieldy?) so I'd got with the latter myself.
