I don't think that's possible under the offical rules.  The stats and cost
of a weapon built by Flash Gordon are determined from the ammo size, which
in turn locks you into a maximum damage.  There's nothing to stop you from
creating a house rule add-on to this, however...  What about building a
"overload" setting onto the thing?  Go over the maximum damage and you have
to make a Stability roll, with penalties for how much you went over.  Just
my $0.02.
