As far as I can tell from the books the Harrowed weren't covered up at all,
they existed and people knew about it. They just didn't dwell on the subject
for some reason. Hell, if the Germans required their deaders to register
annually, and there were political/ terrorist groups dedicated to getting
equal right for the harrowed (can't remember their name, they kidnapped some
UN folk in Cyborgs) then I don't think mass hysteria and denials from the
Agency etc would work.
One course of action I could see them taking would be encouraging cremation
as a form of burial, or having national policies of autopsies on all
corpses, that just so happens to require dissecting the brain - to keep the
number of harrowed down as much as possible, but doesn't explain how you
convince the general public that dead folk walking around is nothing
special.
