Yeah, it could happen, but not for a few sessions- at least.  He has to buy
AB: Junker, taking up 3 points to begin with.  The most he could start with
would be a level 2 browser and a familar.  Any character with the bounty
and the time to make devices to raise his spirit's levels will have been
around a while...
