No. Tolerance provides protection against low-level radiation, usually that
found in a particular locale or area. I'd say Tolerance has no effect on
other miracles such as Atomic Blast, Nuke, or MIRV, and these aren't really
"low level" radiation. Tolerance is a general defense against some of the
long-term effects of big atomic blasts, it wasn't designed to offer any
protection against other Doomsayer miracles. If it did, then it would say
something about that in the miracle description.

It does say something about providing maybe a +2 bonus to trait or aptitude
rolls in high-radiation areas. I suppose if you want to apply that to
certain miracles, it might pacify some of the players who think it should
offer some protection, without really creating any huge rules problems.
