I haven't checked the numbers myself, but other folks say that it seems 
alright.

So lets look at limiting what's in effect.

Where is he getting his ammo?  Cut him off from it.  If he's managed to 
stockpile quite a bit - then start bleeding it off.
Zombies are good - since it takes head shots to drop 'em.  If the gun holds 
48 rounds - start with 50 of 'em.  :-)  Throw a monster with two points of 
armor against 'em - but make the bullets sink into the flesh of the monster 
as if they were having an effect.

He'll think twice about rocking on full auto if he only has 37 bullets left 
and no immediate hope on getting more.
