I've just been having a think on these three points and have the following
to offer:

While it is true the targeting computer negates up to 6 points of negative
modifiers (such as called shots, lighting, movement, etc), it requires two
additional systems to function correctly.   The first is some form of
measuring device attached to the targeting computer.   The basic three are a
laser designator (in an eye), radar or sonar.

Without one of these systems, the Computer cannot relate anything to
anything else, meaning no bonus.

It is also important to note here that this is for systems that are integral
to the cyborg (including those attached to a hard point).   Hand held
weapons do not get the targeting bonus unless they have a Targeter attached
to them.   In this case, I (personally) would not allow this bonus to extend
to melee attacks or weapons.

The system for negating off hand penalties is actually two parts.   The
Dexterity Booster I mentioned in an earlier post, and a program called
"Remote Targeting".   This wonderful piece of software removes any penalties
for simultaneous attacks with two weapons (as you say, two-gun kid).

Each weapon must have a Targeter attached to it to receive any bonus.
Here, I would suggest you be a real bastard and rule that each weapon
requires a separate targeting system (such as two eyes with laser
designators, or a laser & radar).   Even then, I would be inclined to
disallow the bonus for each weapon.

Perhaps divide the total bonus (-6) between the separate attacks?
