[HOE] doomsayer emp

ok let me set the scene: the posse is locked in combat with a squad of 
combine troops when in the distance they here the sound of a raptor swooping 
in for an attack run. the doomsayer leaves the combat and takes a position on 
the hill waiting for the raptor to appear. after a few seconds it crests the 
rise and slows to 80 mph for its run, the doomsayer calls on his lord avatar 
and summons an emp blast . what is the target number? 13 for a combine 
vehicle, or do you add the speed of the raptor to the tn? ie + 8 for speed.
