Nope. You're SOL. That's why it is important to dodge into cover while you
get a chance. Example:
Player has three action cards but they are all fairly low. He gets shot at
before he gets to go and declares a dodge. Now as part of the dodge he can
move a certain number of yards. So he has two choices:
He can just jump to the side and still be out in the open, or he can dodge
behind cover (if there is any).
If he's smart and takes the later then the cover modifiers don't apply for
the shot he's dodging (he wasn't in cover when the bullet was fired) but
they will apply to all other shots taken at him after that shot (so he can
use his other actions to shot back instead of wasting them on further
dodges).
