The Librarians are trying to subtly influence EVERYONE.  They are in the 
iron Alliance, with the Adviser to the leader of the Templars, the Chamber, 
and probably soon Junkyard.  hell even Throkmorton has a "rouge" Librarian 
adviser.  Basically, they already are there, and they would lose more from 
joining and giving up their "neutrality" then they would from merely saying 
"we just collect books and catalogue things as neutrals"
