Well, as a player, no. As a GM (I have run other games, but not WW or HOE)...in
a word, YES! IMO it evens things up.

However I have had an idea (for a house rule) that some might like better:
For every level of AP that the ammo has, it reduces the ForceField by 5, in
effect canceling out a raise. Let me know what you think.

I also think that we need to appeal the whole issue and get a ruling on it.
