I'd go with Answer One; even with the tech spirit there, the machine
still has to do SOMETHING to work (I'm not too sure what that something
is, though).
I'd also give it a minor effect on appropriate Tech spirits (I doubt it'd
do much against a Building spirit); maybe to slow them down or freeze
them for the duration of the EMP, should you ever encounter a Tech spirit
personally (they should probably also get an opposed Spirit roll or
something). But as for using EMP while they're in a device, just attack
the device, similarly to how the Nature Spirits can't (except in the
Sioux Nations) kill Techies before they leave their machine .
