Well if he got a 4D12 on the draw and made a super soldier that would make 
it a 4D12+4 and the +5 for the Tempar gift.  Plus there is a atleast one 
mutation that raises your strength. I believe by two steps.  Plus the Inner 
strength greater reward raise it by 1 step. SO there is a lot of ways to get 
that high of strength. Of course they are dependent on being very 
experienced and a lot of lucky draws.
