Suppose you're keeping a stack of tactical GR nukes in a bomb-proof
shelter. The walls will protect the bombs from a blast, but not from an
EMP. Some yahoo bombs a town near this bunker, and your stash is wrecked
for a counterattack. So you EMP-shield the detonation electronics just
in case. Or you could say that the military just shielded all
electronics as a matter of course and leave it at that.
Of course, you can still EMP it, but its would be more difficult.
And what would be the chances that the EMP would trigger the detonation
instead of stopping it?
