That was my initial thought, but on the other hand... if you know your
entire stockpile of nuclear weapons can be knocked out with an EMP,
wouldn't you do something to make sure that doesn't happens? If you did
get into a nuclear war, you'd want to make sure the missles you haven't
launched yet would still be viable after the other side hits you. And
this goes beyond just a first strike/second strike scenario... you
wouldn't want the other side to get the upper hand if they figured out
another way to generate an EMP close enough to knock out your warheads.
