I never thought it was too powerful (I have a martial artist in my DL
campaign) because you have to pay for each bullet (4 chi I think). That's
a lot of chi burned away and as it takes chips to get chi back it winds up
being a really expensive in the long run. It's nothing official (I too am
breathlessly awaiting Hexarcana), but I hope it helps.

I would imagine it needs power because it has servos and pumps to off-set
the weight of the armor. Without the power it would be almost impossible
to move around in (without a Samson System your average cyborg is no
stronger then any other char.)
