Actually in my campaign it could be either.  Since differenct countries 
would have different (domestic) manufactures of their arms, but a common 
ammo/magazine requirements, you cansay that the Rebels wanted a six shot 
hogleg, and everyone else wanted an automatic.  So while the rest of the 
world cranked out hugh-automatics, the souther companies developed an old 
fashion revolver.  They both have the same range and damage, but the south 
has a BIG revolver.
