Sounds good to me although a fun thing would be to give them time equal to half
their Smarts die type.
Even a D12 is only 6 seconds and will go by quick. :)
    Just a goofy idea. I usually try to keep the action moving as well.

But there is always a player who wants to .....stop.. and consider.. and
look.....
  and..... carefully considerzzzzzzz. :) More than honestly reasonable or
needed.  This seems to always come up when facing an obvious answer. Like get
out of the car. Or Shoot the Bad Guy.

        Marshall: Bob you and the car are on fire and the steering and brakes
just failed! What do you do as the cliff's edge rushes at you!?!
       Bob: Hmm.. Well lets see....I have D6's in Driving....Hmm.... Lets
see....... Ummm.......  (Seconds Pass)
        Marshall:Bob the flaming wreck hurtles toward the jagged cliff edge. The
gaping drop off is mere yards from you now!
        Bob: Well can I try to repair the Steering?  ....Nah.. Um..  I could use
my strength to try to stop the.. nah that won't work... Hmm.. My Vigor is higher
if I jump... Hmm..
        Marshall:Bob you and the car sail off the cliff into the sky. Please
remain seated until the vehicle has come to a complete stop. Thank you for
Flying HoE Airlines.  <CRUNCH-O-LA>
