I think knowing how much stuff a major bad guy is pulling together gives you a good idea of how much stuff he has to throw at various targets.  The HOE setting is shapping up into a major war setting, at some point Thockermorton, Silus Rasmussan, The space based cyborgs and half a dozen other war lord groups are going to get rolling, knowing their manufacturing rate, you could set an attrition rate and then calculate when you think they would come rolling out of their base.
