Hmmmm... I can see this as a dual-fire mode weapon.  One setting is low
pressure so the balls don't explode on inpact, but will when stepped on.
Very useful for minelaying type activities.  The second is more like a
paintball gun, exploding on impact.  So, the question is, what's inside the
balls?  Send it to me once it's finished, and I'll post it on the Bunker.
