The Fate Eater makes an opposed spirit roll and takes chips for each
success and raise.   The Fate Eater can keep doing this until a roll fails
- and then it can try again the next day.
In essence, the Fate Eater keeps the character fate chip free.  But it
stores them up and once the inflicted character performs the task it wants,
it gives them all back.
