Yeah, they cover that. Silas sent emissaries to the Coyote Confederation
when he heard of their massive pollution and mutant tribes. Blood Claw (the
"leader" of some mutants) sent the Doomsayers back to Las Vegas minus a few
body parts. He said they were attempting to take away their true source of
power - the Toxic Spirits. He doesn't buy in to the whole "glow" religion.

This could, potentially, be a "bad thing" for people caught between these
two groups.
