A situational call.  Something insulated against electrical damage would be
proof against the stunning effect.  
But if the damage is rolled, then the opposing vigor roll needs to be made.

Yes - but don't forget to reclaim the slot from the previous hand.  It does
happen to make you somewhat modular - except that swapping out the hands is
not an easy task.
