[HoE] Junker ?

I've sent a private message to John Hopler, but he appears to be busy 
(understandably so! :) ).  There seems to be nothing in the Junkman Cometh 
errata (in the Cyborg book), or in the accumulated rulings.  So...

Does anyone know what the TN for the Rocket Man junker power is?

If there's some rhyme or reason (other than the fact that it's an odd 
number) to determining it based on the TN for the other powers, we can't 
tell what it is...

All help appreciated.
