Everyone needs to remember that the Reckoners were guiding things along also. 
 If War didn't want a certain advance, say smart munitions that would make 
the common footslogger unneccessary, I'm sure someone/thing would visit the 
lab where it was developed and give the tech a "nudge" back to more 
primitive, bloody forms of warfare.  Maybe they like "modern" projectile 
weapons like those seen in the game because they require a more up-close and 
personal type of combat--feeding the fear until JD.  As someone who has been 
shot at while in the military, I can assure you that ground combat is a great 
generator of mass quantities of fear.  Maybe the "smart" weapons of today's 
tomorrow just don't give the Reckoners the kick that they like.
