Legend chips can be used anywhere normal chips can be used, but they are usually more
powerful then regular chips.  Also some chip activated powers have special super
powers when used with the legend chip.  Also in the past in out group the legend chip
has been used to completely rewrite 1 event in history, (ie completely erase one
really bad mistake)
