First rule - as the GM, what you say goes.  
Second rule - Outthink 'em and leave 'em with a worse option.  Since the
earth is in contant motion, it could also be argued that if matter
transmission negates or even bypasses the concept of momentum and velocity
- then the PC could find himself flung out into the air, and maybe space -
or find himself crushed into the planet.  You see, if his inertia is
cancelled with respect to the moving vehicle, there is no reason that it
wouldn't be cancelled with respect to the rotating and revolving Earth.
Depending on his location on the planet, either the Earth would end up
moving away from him (flung in the air, hopefully without enough force to
overcome gravity) or the Earth would end up slamming into him (with greater
then terminal velocity).  

Not exactly precise physical terms, but the point is still valid.  You
gotta pick your frame of reference.  In this case, the frame is that of
Earth as the stationary point.

And if he still argues, remind him that the solar system is rotating around
the galactic core, and that the galaxy itself is moving through space.

And if he still argues, turn him into a thin red mist the next time he uses
the power, and never let another Doomie take it.
