Yes, in HOE, most hindrances are cumulative. Actually, this is probably
true in DL, but it's really up to the marshall. Each point of Ugly is
another -2 on persuasion and other applicable rolls. So if you've got 3
points of Ugly, that's -6. You know what they say... beauty is skin deep,
but ugly goes right down to the bone.
Other hindrances such as Bad Luck also seem to be cumulative. I wouldn't be
surprised if Scrawny (-5) was cumulative with Really Scrawny (-5). Try to
use your best judgement on what should and shouldn't be cumulative, and
what's just downright suicidal, like Heroic and Really Heroic.
