There isn't a "Westwide" agency that can back currency, but a large town can
have it's own, and the Combine might issue currency at some point (looks good
for trying to rebuild the country).
Say a big town has a line in front of the gate, a la Bartertown. You get up
there, and a big fat guy asks, "What've you got to trade?" If you've got
salvage
that the town government is interested in, they give you BarterBucks™ (come
up
with a better name if you want...no, PLEASE come up with a better name) based
roughly on the prices listed in the books. Inside, you can barter or use
BarterBucks™ for stuff. When you leave, you spend what you've got at the
flea
markets and get out.

Junkyard has its own currency, the widget. Because Junkers pretty much run
the place, this currency is on the junk standard. Basically once you hit
town, like Richard suggested, you can exchange your junk for cash. Widgets
are accepted as currency in Junkyard, as well as most nearby settlements,
and trade caravans that deal with the city. The city has a Junk Repository
where the widgets can be exchanged back into junk. There are more details in
Iron Oasis (finished, thank God, and out in January).
