I haven't read Wasted West (the "worldbook", why did
they name it after the game? Q&D wasn't named "The
Weird West"!) in a few months, so I dunno. Personally,
I like Kang and like the idea of Kang IX being in
charge of, say, Northern CA + Oregon + Washington, or
something like that. I already gave a player a medium
(3) obligation to Kang IX - the Martial Artist
character, of course. But officially, I suppose you're right.
