Try using the three of Clubs mutation on page 107 of Children o' the Atom.
Of course, that makes no mention of the fact that someone whose a dwarf
should have a lower movement rate, since he would have very short legs. I
used it for a character a player did based on (Yeah, you're about to laugh,
but it's true, and you know from my previous posts how weird my campaign
is) the Jigglypuff Pokemon. My recommendation is that if your player's
character isn't a mutant make it a 5 point Hindrance, with the -2 to Size
and dropping two steps in his Pace. Also, I'd advise him to get a
high-Dodge score and learn to use cover, as our dwarf didn't and quickly
got slaughtered by Anti-Templars.
