Simple fix. Say that the use of power generated by tech spirits is not
used efficiently when used for vehicles or the likes of such. In that
case, all you need to do is come up with a reasonable factor which you
divide the tech power by to get an equivalent vehicular power.
Actually, you can say that if you use tech power, it could have a
disastorous result when used for other things. This would be analogous to
trying to use sperm from one species to fertilize an egg from another
species. Sure, it could work if a lot of effort was put forth (genetic
alteration, etc), but it wouldn't work too well. It would definitely up
to the discretion of the marshal as to whether a power generated by a tech
spirit is cross compatible with vehicular power requirements.
Hope this sparks some ideas.
