Well, it kinda depends on how much work you want to do. But yeah, it
could get munchkin really fast.  Although the main rulebook explicitly
says "You can't have more than one arcane background", the Junker, Syker
and Doomsayer books have gone out of their way to ignore this rule. If
you decide to allow it, here's what I'd do:

Go ahead and let him be a junker, but make him an "Initiate" instead of
a full-fledged Doomie. He can be an apprentice either to another
Doomsayer in the group, or an NPC Doomsayer who is mentoring him. This
will limit his starting Doomsayer powers, and depending on how you want
to work the mentor, you can have some control of how fast he learns the
rest of his powers. If the mentor becomes a pain in the neck to run, you
can always ditch him later or kill him off and then let the character
earn his robes on his own.
