Ummm, no.  Essentially, they become a full-fledged Syker except for the 
starting limitations on a Greenie.  So they have to work themselves up to 
Blastin' 5 and all the sundry Syker powers (rather than buy those at the 
beginning), but the potential is there.  Unlike a weird west Tempest, who 
could only take one Huckster-like ability.

IMO, a Tempest pales by comparison...
