There isn't a "Westwide" agency that can back currency, but a large town can
have it's own, and the Combine might issue currency at some point (looks good
for trying to rebuild the country).
Say a big town has a line in front of the gate, a la Bartertown. You get up
there, and a big fat guy asks, "What've you got to trade?" If you've got salvage
that the town government is interested in, they give you BarterBucks™ (come up
with a better name if you want...no, PLEASE come up with a better name) based
roughly on the prices listed in the books. Inside, you can barter or use
BarterBucks™ for stuff. When you leave, you spend what you've got at the flea
markets and get out.
