My problem here, which I touched on earlier, is that almost by definition,
most non-evil Chosen/Mutants are going to fail the Templar "worthiness"
test. They're been outcasts, scorned, attacked on sight by norms, wrought
from within with a variety of sometimes-crippling mental and physical
handicaps (I always visualize them as Jokers from the Wild Card anthology
series).
Unless they're relatively close to Las Vegas and/or a satellite community of
Silas' (and if they are, the Templar probably won't be helping them anyway),
they're going to respond to most newcomers with all the generosity of a
kicked dog. Which is exactly the kind of thing that begs for
purple-Doomsayer intervention.
Now, I suppose the Templar code might let them make an exception, and allow
for the extenuating circumstances of the Chosen. But darn if I can find
anything anywhere in source material that suggests that Templars try to make
excuses for the "unworthy" and help them anyway. You sure as heck get the
idea Joan wouldn't put up with these "unworthy" types, and she's presented
as a example of sorts (as much as we are given any such example) of what
Templars should be like.
