[HoE] Nuclear Reactors

As any aspiring Doomsayer who has just learned Glowstick wants to know...

How prevalent are still-functional reactors, and/or whatever it is you need
to find a control rod necessary to make a Glowstick in the HoE setting?

It's kind of hard to tell from the source material. Were most reactors in
cities (and thus now shrouded in ghost storms)? Were they "clean" and safe
enough that they were kept in urban areas? Or were they kept outside of
urban areas, which would make them easier (relatively speaking) to explore?
Or if reactors were outside of cities, were they still targeted by ghost
bombs in '81?

And does a reactor still have to be functional to get a workable control rod
out of for your Glowstick?

I tend to assume that reactors, and thus control rods, aren't that prevalent
- you don't see a lot of Doomsayers walking around with them. Or so the
high cost for control rods seems to imply.

But there really isn't enough background given for the 2081 "future" to date
for me to make an assessment that supports the high cost.

Any suggestions or thoughts?
