Good tip guys - this does indeed sound like what I'm looking for.
Thanks for the clarification. We had our regular Sunday night session
last night and one of the guys does have City of Gloom so I'll be able
to take a look at it. I'll keep the list posted on what I come up with
- have to do some more reading, rules crunching and possibly some play
testing first (I have one player that loves weird, quirky stuff and
liked the sound of the idea). If anyone has more input along the lines
of this concept feel free to send it my way.
