Well, that's understood. But Pinnacle _might_ want to make that clearer in
future releases when talking about particular cities and adventures. Maybe
it's just me, but if someone says a town is 10 miles away from ground zero,
and they don't say anything about prevaling winds and such (I don't believe
Children of the Atom mentions any such conditions apply to Sybaris and
Amarna around Couer d'Alene), then I'd kinda figure the town was irradiated.
Am I to take it in this case, though, that Pinnacle _did_ intend Sybaris to
be an uncontaminated area, for whatever (unstated in CotA) reasons?

That's kinda different from the current system. It sounds fine, but I'd
just suggest that you use the "Wind taken = difference in roll vs. TN) for
the regular rules as well, whether there's a TN or not.
Something for the second edition, maybe...
