Heh.  Well, I also think John's recommended idea is a bit complex.  But to 
me, the simplest way to break it down is...

Post 2081 Hucksters:  Must be 33 years old and scientists, must abide by all 
restrictions listed in TJC, and apparently must also be Junkers.

Pre-2081 Hucksters:  Don't have to be scientists, are not affected by 
restrictions listed in TJC at all, and must take Veteran of the Weird West 
(that should be enough of a penalty!).

I would grant that there were no practicing Hucksters between the 
"Deadlands" era and 2081.  Thus, the only pre-2081 Hucksters must be 
Deadlands/VotWW types.

By definition, these Hucksters have been around 200+ years, and have 
progressed equally in cunning and knowledge of manitous along with the 
manitous themselves.

As such, either:

A) the power of the manitous should reflect increased chance of backlash 
(the proposed +4)...but also an increased power level or bonus to casting TN 
for the Hucksters; or

B) the manitous should get no bonus to backlash, but the Hucksters should 
get no bonus to power/casting TN.

B is the simplest, because all it requires Vet Hucksters to do is ignore the 
TJC rules, which not everyone will buy or know of anyway.  B simply assures 
that folks that have and those don't have the TJC rules will _all_ be 
playing on a consistent playing field when it comes to the (rare) Vet 
Hucksters.  Certainly the TJC rules ignore the existence of Vet hucksters 
(by implying that only Junker/Hucksters exist).  It only seems fair that Vet 
Hucksters ignore those rules in return.  :)

IMO, you can come up with arguments with way as to whether Vet hucksters 
should get +4 backlash or not:  folks have weighed in on both sides.  It's 
subjective.  What isn't subjective is that the proposed B system above is 
the _simplest_ system, and one that assures consistency across the board.
