They are more powerful -  the higher the hand, the more 
powerful the effects.  That's the way hucksters work in 
Deadlands - if you get a high hand, you've found a strong 
manitou and grabbed plenty of power.  In HoE, all the 
manitou are stronger, so the higher hand is mandatory, as 
is the stronger hex.
