But...they didn't.  By making essentially a self-destructing AB, they made 
it a non-usable Arcane Background.  That doesn't make it rare:  it makes it 
masochistically suicidal.  I wouldn't use NPCs as Hucksters:  what's the fun 
or adventure-challenge in having NPCs who go up in a puff of smoke the first 
time they draw a hand?

If the changes were intended as a "fix," it doesn't seem like a very good 
one.  Limiting it to a "Mysterious Past" and a random draw would have been a 
more effective step if "rarity" were the issue.  _Then_ the Marshall could 
have overrid it and let a PC be a "normal" Huckster (if they want one and 
the Marshall didn't feel it would dink around with intended "rarity").  
Which is kinda what they did with Harrowed, where one imagines they had 
similar problems.

I would disagree.  The step they took to make Harrowed less common (while 
still leaving the Marshall with an override mechanism if he so desires) was 
in the right direction.  While this made Harrowed more _rare_, note that no 
effort was made, nor was necessary, to make Harrowed less _playable).
