It depends on the armour and the weapon.  Pistol rounds are 
going to be mostly stopped by a kevlar vest, but a rifle 
slug will go through with little loss of power.  A solid 
shotgun slug will turn our kevlar vested friend into 
chutney.

Personally, I wouldn't buy a used kevlar vest.  If it 
didn't save the last guy, I'm not trusting my ass to it.
