Just as a note, my understanding, feeble as it is, is that even modern-day 
plastic explosive won't be set off simply by shooting it.  Doesn't C-4 
require an electrical charge?

I suppose a direct point-black charge might set it off (again, forgive my 
ignorance if this is not the case), but A) even rounds that "punch through" 
Kevlar are going to have some seriously diminished kinetic energy for 
triggering anything, and B) I still don't have problems with 95-year more 
advanced plastic explosive being far more stable than current-day varieties.

I also thought only armor-piercing rounds "punch through" armor - I never 
figured that rifles and shotguns with normal rounds did so.  Granted, that 
gets into a whole vague area of damage to armor, reducing the resale value, 
etc.
