Are they generally friendly towards each other? If they are, there's a
solid reason for them to stick together right there: there is much
safety in friendly numbers, and no one should venture far on their own
in
the Wasted West...

Is there a reward for returning the info of the Librarians? That may
entice the rest, especially because the Syker is going to need
protection... Once you have money (and/or supplies and contacts), it
makes the journey to find the Convoy easier...
And Nevada would be roughly on the way to the Dakotas from NorCal, I
believe...

Parties generally are together for one of two reasons: they all know
eachother, or they all accidentally met eachother. The first is more
contrived and has more impact on character creation, but has the
advantage that people stick together; the second has more freedom in
character creation, but generally has a tougher time of keeping the
group together....

One opportunity you have right now is the fact that they are low on fuel
and food. They could be discovered by a friendly and given food and
fuel
-- in return for the task of safely guarding a package (be it
technological or people) from one place to another... Say from
California
to Minnesota...
That one depends on how honourable your group is; it wouldn't be
surprising if they double-crossed the fool and took his stuff, so you
need
further incentive, like a great reward once they reach the destination,
or a damned powerful observer who will make sure that everything is done
right...

Hope to have been of some inpirational use!
