Nope. It's HOE only.

OK, but what about Junkers? Every arcane background except for Junkers (and
possibly Sykers) is given after birth. Would there be anything preventing
Simon from granting his Rewards to a Junker? (Or a Syker, for that matter).
Likewise, if a Junker took enough mutations, couldn't he somehow become a
radpriest? This is especially true for Templar, as I think Simon can grant
Rewards to anyone he chooses. If he wanted to (though he probably doesn't),
couldn't he grant Rewards to a Doomsayer or a Syker (who trained for a year)?
The same thing for Witches, it seems like anyone with a keen eye could
interperet "How to Serve Your Man". I know that in my game I can do whatever
I want (I think we've all heard_just_about enough in this regard!), but I like
to stick to the reasonably conventional. Is there anything in particular
preventing any old schmoe from becoming a Templar or Witch, despite a previous
arcane background?
