Maybe it would make more sense, but generally the closer the junker gets, the
more likely he's going to be spotted. At 50 yards, the ECM might not be
working, but plenty of other factors would be in his favor...darkness,
distance, etc. Beyond a certain range, the GM isn't going to be rolling for
detection, unless the bad guys are equipped with scopes/binoculars/etc.
Distance becomes an ECM of a sort, if you will... beyond a certain range,
nobody is going to be paying attention to the junker, even if he's wearing
pots and pans or blasting a boombox.

Sure, 5% would be fine. I just said 10% because I couldn't think of any 5%
modifiers, and 10% seemed like the lowest choice.

I don't care how long the durned thing is, it doesn't have a range greater
than 0 unless you throw it or its a projectile weapon. If you want to make a
lance or spear that you throw, then it'll have a range (probably around 5),
but even if it's 50 feet long, it'll still have a range of 0 if its just a
melee weapon. And yes, you could attack people 5 yards away from you if
that's how long the weapon is, that'd be its "reach", not it's range. There
aren't really any rules for handling "reach", I don't think it would add much
to the rules if we did worry about it.
If I didn't say this before, I'd better say it now... these are in no way
official answers. I only dimly understand the junker rules anyway. I'm sure
the Junker sourcebook will clear up some of the confusion.
