  It's in place of the hand modifier.  You're not shooting the hand, after all
-- just somethin' which happens to be held in it. ;)

  They can if you want, but don't have to; generally a hexslinger's hands are
already filled -- with guns.  In my games, typically the hexslinger's effect
manifests as ghostly energies arcing around the guns or some such.
