Sure there is, especially if you are considering a campaign where the
characters will be staying in a fixed region.  Say that one of the
characters is a Law Dog with a responsibility to a certain town and the
rest are his posse or maybe they are a group of Templars (and their
companions) setting up and defending a hospital near a town.  If you give
them an obvious bad guy most players will just keep assaulting the
baddie's haven til they destroy the sucker.  If you make the baddie
subtle it could be drawn out into a campaign to search for and destroy
the Servitor (this would include a lot more role-playing than hack 'n
slash).  In this case, make little Susie a plague-carrying demon (the
literal personification of the snot-nosed brat).
